I agree. Let FOSS compete on the same even terms with non-FOSS solutions. If the FOSS proponent proves cheaper and better, there should be no reason why it wouldn't win out.
Have you read any government Requests for Proposal (RFPs) or bid announcements lately? A significant number *require* Windows Server 2003, MS SQL Server or Oracle or IBM's DB2, and maybe an Access front-end.
