Uh, no. It would require that the applications adhere to open standards
and could perform the required tasks. The bill won't (and can't) force
agencies to ask for specific open source applications. That's against
existing law too, you know.
It doesn't change the fact that the software procurement system is
broken.
On the contrary, it will go a long way towards fixing it.
But, of course, the bill won't eliminate top-down corruption. Hey, that's
what revolutions are for (oops, joke only!).
