So that means the Philippines can buy any drug because any drug in the
Philippines should have a generic name anyway, right? :D

I think the practical effect is that the poor can substitute cheaper generics. Prior to that, they didn't have the understanduing to do so (some poorly-trained pharmacists too!). This simplifies the matter for them. And since the poor frequent government hospitals, it works out for them.
