with regards to your desired SMS charges, there should be an
agreement between the SMS-service provider (you) and the telco
operator of your target subscribers (Smart, Globe, Sun, etc)
before you can start working on your desired product.

maybe what you really need at the moment is a technology proof
of concept. you can use any mobile phones that can be connected
to a PC via a cable (which is preferred), bluetooth, IR, or you can
use a SMS/GSM/3G modem cards that is supported on Linux.

i'm not aware of readily-downloadable system similar to your
requirements but i'm pretty sure you can customize your own
or script your way out (AT, gnokii,etc. commands) with all the
resources available by searching thru G.
