you may need to update your repositories for you to download the app.
it may be that your current repository is pointed to an old version
of firestarter that has since been removed, hence, you can not
download it.

Not really a direct answer but it would be a lot easier to install
firestarter by doing a "sudo apt-get install firestarter" at the
terminal.
