They do that, mostly in ASTI. The biggest of which is called Bayanihan Linux.


I know. I was thinking more fundamental stuff like standardization of
drivers... API's, and standardization of hardware and compilers...

If the QC government can say simplify access to fpga's, pcb
fabrication supplies, silicon fab houses, and then fund software
development then we just reinvented silicon valley with a flatter and
less sloped learning curve and lower barrier to entry in terms of
capital.
