Ok its all water under the bridge. The Norwegian government, the EU, and the UN is already funding third world open source projects. And almost all major open source projects are already being funded by various foundations and the US government. We are already benefiting from these projects. We dont need to bug our government for funding anymore. Even Philippine local languages are already being supported by these projects. What more can we ask for? Its all being handed to us in a silver platter. We just have to go get all software we need. And those functionality we need will eventually be met.
