Do you have any stats or number of individuals certified by TESDA? Is TESDA
certification relevant or updated? Do companies require these
certifications?

Right, for the simple reason that Microsoft products is pretty much
the "de facto" standard for computing at the moment because it takes
the lion's share of the market.

Certification is relative to an industry that supports it.
Fortunately, an IT professional is pretty much free to be an expert of
both MS and GNU/Linux offerings.
