It is very unlikely that we will have some kind of free wireless mesh network here because, AFAIK, there is no such thing as "unlicensed frequency" in the country right now. For example: the 2.4GHz band is licensed to Meralco on parts of the country they are servicing because they are using it for SCADA. WiFi and Bluetooth is only allowed for indoor use. The best thing you can do right now is to setup a non-profit organization and acquire the license for the wireless mesh network you want to setup.
