The first one.

I was thinking, in most Internet Cafes, the CPU is underutilized whether for 
gaming or, especially browsing.  So configuring a multiseat PC where with just 
one CPU can host four or five Linux and/or Windows instances, each with their 
own Kbd, mouse and monitor.

Configuring a multiseat X setup is not trivial.  And evdev keeps juggling the 
eventx devices around -- one time a kbd is event3 then a reboot would reassign 
it to event6 and so on.  Maybe Xen or QEMU would make things easier to set up 
with hw virtualization.

So I'm thinking, in a typical mini/micro-ATX  (1 AGP + 3 PCI slots) Celeron 
3GHz with lots of RAM can handle up to 4 seats.
