Yes kannel is just a client but the SMSC can relay the incoming message to
kannel as smpp client rather than having an SMSC-to-SMSC connection in which
you will really need a box

Actually its trivial to build an smpp box, just read the white paper it
should explain how the packets are constructed so you can build your own,
thats how we made ours - just reading stuff :D
