In my experience, since you already have an E1 with PLDT, stick to PLDT/Smart 
network.  I have several offices that are using the BizDSL package of PLDT, one 
using a WeROAM, and a few sites will go up soon using Smart Bro EE.  All these 
sites are using various applications on our servers, like email and ERP, and 
also VOIP.  Amazingly, VOIP performs ok on WeROAM.  From home, using a 
residential-grade Smart Bro line, I'm able to connect to my office LAN via VPN 
without much problems.

I did have one site before use Bayantel, but their interconnection with PLDT is 
slow and my VPN connections always disconnects, then reconnects, then 
disconnects, then reconnects...

One of my user uses a server in the Pacific Internet network.  Same deal with 
Bayantel: slow interconnection.
