The more likely possibility is that streaming sites like Youtube are more heavily visited, and so it is a bandwidth problem on Youtube's end.
We have Smartbro with Linksys WRT54GL at both home in Antipolo Marcos Highway and in my wife's office in Banawe Street, Quezon City. There are fewer subscribers in my neighborhood and there are so many more in Banawe Street where there are many Chinese families with computers and Smartbro connection. At home I get at least 45KB/s download from most sites (excluding Youtube), and that sometimes peaks to more than 100KB/s. But in Banawe, I would be lucky to get beyond 20KB/s even on good days. In short, I do not think Smartbro is deliberately throttling bandwidth to/from any site, since to do that can be too much work, at a time when they are still solving their DNS problems.
