CA Audit (formerly eTrust Audit) should be able to handle your monitoring requirements but may be a tad pricey. Osiris, Samhain, INTEGRIT and AIDE are other host integrity monitoring tools capable of monitoring changes to files/folders. Here's a SecurityFocus write-up comparing these four solutions:
