A good exception is BRAZIL. Several notable names include:

Rik Van Reil (memory management),
Arnaldo Carvalho de Melo (Kernel Janitors Project; IPX, 802.2, and
NetBEUI stacks)
Marcelo Tossati....etc. Lua programming language,

Brazil also has lots of debian developers... and their recent election
used GNU/Linux voting machines. Most government computers
are running debian OS.

i think we share common history with brazil so i do hope
