Yes. Comelec data on precincts, candidates in each municipality, etc will be converted to EML files and written to CF cards. Each PCOS machine will have each own CF card. The PCOS machine can read and interpret EML so that the EML data will tell which are candidates in the precinct and what is their X,Y position on the ballot face.
