Another issue with independent "binary" review is how to know if it 
wasn't rigged? There were plenty of this way back with M$ and (darn, 
forgot the name).

Having the code available and with many eyes to scrutinize it and its 
results is still better. Imagine 10 groups feeding it with different 
datasets instead of one from Comelec (which clearly not everyone 
trusts), and with, let's say 3 out of those 10, able to pin-point where 
in the code something could gone wrong. Wouldn't that be better?
