OES as Jan has indicated. The problem has been recognized for years and last
year was actually the turning point if it was workable or not. See

Was part of initial brainstorming sponsored by the PSIA a year ago. We even
got to talk to some parties in the US that were doing some internet-based
voting systems. Some PLUG people may still be active on OES at the moment.
Doc Mana might be familiar with it as well or was part.
