let us focus the below statement first as you have lots of conflicting
statements lately...

i assume here that you ping your users from the server...  this means
that your network is working properly... but you cant run ssh daemon
in there..

i'll give you first some technique how to have a remote shell so that
it will be easier for you to copy and paste all the commands output
that im going to instruct you later instead of taking a picture...

1) find a linux or ms windows host that pingable from your server....
2) make sure there is netcat or nc tool in there.. in linux..
normally.. nc is part of it.. for windows.. you need to download
netcat for windows.. just google it..
3) on that host... you need to run two terminal windows (for linux) or
command windows (for ms windows)

window1:

   nc -lvp 1234

window2:

   nc -lvp 4321

depends on the version of your netcat installed.. if "-lvp" doesnt
work... change to "-lv" without the "p"....  make sure that your
netcats are listening to port 1234 on first window and port 4321 on
the second window because in step 4... we will going to telnet those
listening port numbers..

4) inside your server.. assuming the ip address of your host that
running two netcats is 192.168.0.100... at root prompt... run this
command...

root# telnet 192.168.0.100 1234 | /bin/sh 2>&1 | telnet 192.168.0.100 4321

5) go back to your host.... when you type a command in window1 let say
"ifconfig".. the output of ifconfig will go to window2... meaning..
all the commands you type in window1....its output will go to
window2...

now at this point.. you created a remote shell... execute the commands
below one at a time in window1 and copy and paste it here in plug the
output of those commands in window2...

1) initctl list
2) service ssh restart
3) initctl list
4) netstat -ln
5) cat /boot/grub/grub.cfg
