There are many people who share your fantasy; and I believe there are
and have been quite a few groups around doing this very thing.  Of
course, there are many different ways of organizing these.  Some of
the groups specialize in serving a particular industry.  Others serve
a broader customer base in a more limited geographic area.

In any case, if you are interested in doing something like this I
would check around to see if you might fit into some existing group
such as POSSE or OpenSourcery or one of many others; and if you can't
find an existing group then I would suggest getting together with a
number of other potential independent IT consultants and starting
something.  Also, although you might first explore this with some
potential independent IT consultants I wouldn't restrict it to
potential independent IT consultants for very long; because you will
also need people with marketing and sales and finance skills.
