Unfortunately, VLC contains the http server, so it must be running.  I 
suppose you could enable some other listener and then send a trigger to 
the appropriate port, but that's beyond me.

But I have had success using the --xvideo-display option.  That might be 
what you're looking for.  Try
  cvlc --ffullscreen --xvideo-display :0

cvlc kills the default interface.
