Verizon only deployed in places that they were the incumbent phone
company.  Around Portland, that is basically the suburbs only.  They
don't get bang-for-the-buck out of fiber where they have to compete.
So, I'd recommend giving up hope on Verizon where you are now. 

Also, as of a year ago, Verizon's wireline assets in 14 states
(including Oregon) are in the process of being sold to a company
called Frontier.  The sale is subject to approval by the various
states affected, and has been approved by the State of Oregon and
numerous of the other states that have jurisdiction, but the overall
sale is not finalized at this point as far as I know.

Qwest is in the process of being sold to another company too, called
CenturyTel.  That was just announced last month.
