I had an issue like this with my UPS and I found that turning it off and back 
one would fix that issue.  Also, I think that you may want to replace the 
battery.  It sounds like the battery may be going out.  Usually they go out 
after a couple of years anyway.  I had to get a battery for my FIOS box,
