You don't really say what the other endpoint of your VPN would be, and that's important because most VPNs operate point-to-point. (You can't just setup a VPN client on your Linux machine and then "VPN the Internet." You need a defined endpoint to which to connect your Ubuntu machine.)

That said, OpenVPN is available for Ubuntu. It can be somewhat tricky to setup if you want to use x509 certificates for authentication, but you'll find plenty of HOWTO documents floating around the Internet.

Several Linux-based wifi routers (e.g., many ASUS units) have OpenVPN built-in or available as an option; you might check your router firmware.
