The modem is a Motorola SB6121, which is DOCSIS 3.0 and (according to
Motorola) can do 172 Mbps up and down. I bought it when I upgraded the
Comcast service about six months ago, as my old modem was several years
old and only DOCSIS 2.0, with maximum speeds too low to handle the new
Comcast service.

Similarly the router is a Netgear gigabyte capable router, purchased at
roughly the same time, as well as a new gigabyte rated 24-port switch.
The whole house is wired with Cat6 cable, and all the little plugs and
patch cords are also Cat6. And both computers are gigabyte capable as
well.

But the important point is that I used to see my full 25 Mbps upload
speeds with this same equipment. It is only in the past few weeks that
I have been limited. Well, it may have been longer ago than a few
weeks, I just didn't notice it until then.
