i think not. oracle gives those away as development licenses, the last
time i checked it. basically, it's fine if u use the software to
experiment with, proof-of-concepts, etc. however, once you put/use said
software on a production environment, getting integrated in any way into
your business process, you have to pay for it. =) consult your local
Oracle representative/partner for details.

it can get pretty expensive though.

Oracle charges per power unit..a fixed price at X pesos per MHz per cpu of
your database machine.
