no.
you can use it for free for development, but if you deploy.. prepare to
bleed.
OTOH i have it on good authority (former Oracle Phils people) that you can
DARE to deploy without paying. The catch is, if Oracle catches you, they
will audit you for the highest-cost plan possible, e.g. if you do a web
database, they'll sock you with the power-unit+ecommerce calculation,
which should beggar you ($40K+)
