No, it is safer to copy /usr first so that when something goes wrong you
could go back to your old /usr.  From the Tips-HOWTO, one way of copying
an entire dir to another is:

(cd /source/directory && tar cf - . ) | (cd /dest/directory && tar xvfp -)

I've tried this a couple of times when i moved to reiserfs.
