i use cp -pdR

it copies recursively, preserves permissions, and ownership, and copy
links as is ... hmmm, haven't seen it fail yet... or it does and I just
didn't know it :(

using tar is also a good way of copying files as well if you want every
attribute preserved.

either way is appropriate for as long as it gets the job done..
