most ISPs won't tell you that simply because they lack sophisticated
equipment to handle bandwidth management.

this depends on what you've purchased from them. if you've purchased a
full 64, then you should be getting it. if the international gateway is
shared let's say 1:2 of a 64 kbps line, then you shouldn't get less than
32kbps . anyway this depends on what is written in the SLA with the
provider.
