sorry, the 'ifup' script doesn't call 'rc.local'

if you want to set routes once an interface is brought up via 'ifup',
you should inspect the script /etc/sysconfig/network-scripts/ifup-routes
and *maybe* put the routes in /etc/sysconfig/static-routes
