Migs, it's basically a matter of volume. You see the amount of traffic we
get here on the PLUG mailing list, and this is only for the Philippines. I
suppose you've tried to read the Usenet newsgroups comp.lang.c, the
comp.os.linux.*, and their ilk. I believe comp.lang.c alone gets traffic
on the average of 300-400 messages a day, and comp.os.linux.hardware even
more. Adding a geographic limitation such as what we have here is one way
of reducing the traffic to a more manageable level.
