Maybe this is something that PLUG should get into full-time. I mean, the
only Filipino whose software is included in major distros (Gerard Java of
MosCom Cebu) isn't even on this list!!

Yeah, me neither. Aside from that ancient and unlamented FVWM module I
wrote (which couldn't even be GPLed because it used a non-free GUI
toolkit) all I can claim is a tiny mention in a HOWTO.
But I'm sure worthwhile projects like AdmuLinux are certainly more
concrete than claims of vaporware hard science.
