I would add CVS, gdb and Emacs rather than vi as well.

Good call! Being able to see an application's interface and know it's
working is incredibly satisfying and provides great positive feedback for a
developer.
I'd vote for Tcl/Tk for it works out-of-the-box on Windows and Mac as well,
making it easy for your students to very quickly prototype and polish their
interfaces on
whatever computer is available.
