That would work if Oracle data files were just "naive" plain flat
files. But they are not. Oracle uses the same internal data structure
whether its data files reside on a "cooked" filesystem or on a raw
device. So yes, in both cases, Oracle has its own (not quite an FS, a way
of storing data to ensure consistency, multiversioning, and safe
commits) layer on top of the filesystem.
