Personally, I'd go for GTK+.  Qt is a C++ library, meaning you have
absolutely no choice but to use C++ (although I've heard this is
changing).  GTK+ is programmed with the standard C API, C++ with GTK--,
and has bindings for many other languages besides (Perl, Python, ObjC,
etc.).  The licensing issues are only the beginning.
