This is certainly not the case.  My last job involved importing several
boards and we definitely did get taxed over this.  This was mid-2000.
The actual items in question were embedded microprocessor boards from
AMD: we declared them as motherboards and still got a tax of 10% on
their declared cost.  These are without question IT products by any
definition (they're computer parts!), but the University still wound up
paying a hundred thousand or so in customs duties for several of the
boards.

And this was only a few months prior to the impeachment flap.

Two things in life you can't avoid...
