I'm not sure why but the ff. procedure worked for my mandrake 7.2 box:

raw /dev/raw/raw1 /dev/hda
raw /dev/raw/raw2 /dev/hdc
dd if=/dev/raw/raw1 of=/dev/raw/raw2

I'm not sure if other distros have the 'raw' command but maybe it would
work even if you used the std block devices.
