Yup, it does that by default. There is no universal way to reliably
detect the total amount of hardware ram installed.

Nope.

Just add the following "append" line to your /etc/lilo.conf
ex.
        image=/boot/bzImage
        label=lnx2219new
        read-only
        root=/dev/hda5
>>>     append="mem=256M"
