I presume you are running named as a user rather than
root .

is user have write permission on  the directory define
in the  option block ( it writes it's tmp files there
"as i know of" )

i.e 
options {
                directory "/path/to/named";
                ...
        };

fix that if it doesn't work DUMP BIND :) hehe joke
