Given your first, second, and third considerations, I'd say Mandrake 8 
would be  a good _candidate_. Mandrake 8 comes with urpmi, which is 
basically perl+rpm which gets the necessary dependencies ala apt.

I've tried SuSE, Debian (a bit), Red Hat, Turbo Linux, Red Hat, and 
Mandrake. So far, Mandrake has been sweet (it has been running on our 
server since 30 April) without so much of a hiccup. And though we aren't 
exactly "mission-critical", the thought of having 100 dormers calling up 
and complaining about why "Internet isn't available" is something we 
ALWAYS try to avoid. ;-)

Ummm, not that I recall any of these with MDK8. The closest thing to 
this I've experienced is that urpm asks me whether I want to upgrade (it 
doesn't tell me diffs between configs and the like). :-)
