WinNT/2k uses a 32k TCP window. So apparently M$ thought that Win9x which
is supposed to be a client doesn't need high-performance networking. In
any case, even with the 8k window in Win9x, that's more than enough for a
10Mbps Ethernet. We only see the clogging when running at 100Mbps either
alone on the segment or with a switch.
