I do not know anything about Radius, but on a system with mgetty, PPP, and
PAP, you can set up auto-PPP with multiple dial-ins.

You're probably not using DevFS, so you do not have a /dev/tts/x layout
but instead /dev/ttyCx as you mentioned. In your /etc/ppp/ create files
named options.ttyCx for every device with lines like this (among others):

gusi:dialup0
192.168.0.1:192.168.0.90

Gusi is the name of the server. dialup0 is the name of that dialup. And
then you have the IP address pairing. I include the following lines so
that clients need not set up anything at all (even the DNS servers):

+pap
login
nopersist
mru 296
mtu 296
nodefaultroute
nodetach
proxyarp
ms-dns 192.168.0.1
ms-wins 192.168.0.1

Then in your /etc/inittab, have lines like this:

Mx:2345:respawn:/sbin/mgetty -s 57600 -n 1 -D -m '"" ATH0&F1Q0X4' ttyCx

For every device. Note that you change Mx and ttyCx to their appropriate
values. And you don't need to name it Mx. You can name it anything unique.

For auto-PPP uncomment the line like this in your
/etc/mgetty/login.config:

/AutoPPP/ -     a_ppp   /usr/sbin/pppd auth -chap +pap login -detach

Note that with newer versions of PPP a 'w' will show which user is logged
on. Older versions showed a_ppp.

You may want to read up on PPP, and mgetty, plus radius which I don't know
anything about.
