Pena. 

This is the man in charge of turning our government into an e-government. 
There was an article/interview with him in the Philippine Star: NetWorks 
section dated Friday, August 24, 2001

I think there is a bill in congress to establish the Department of 
Information and Communication Technology; and if that pushes through this man 
might be the one to head it.
