 I once work with a local government unit and was so frustrated with the goverment 
policy in IT. All of the the approval of any IT plan should be under the approval and 
scrutiny of NCC. So any goverment entity IT plan should have an Itegrated System 
Plan(ISP) that has the approval of NCC. I do not know if NCC have a policy or open 
mind for the open-source. 

But another option for this is to lobby in congress by soliciting support of IT 
oriented congressmen and senators by providing them with an open-source agenda that 
can be drafted into law. THis may not be also easy to work with as this will go 
againts the propriatary interest of those involved in close source group, so dont be 
surprise if payola will flow like champagne. 


I also use to attend GO for IT before, its nothing but junket and waste of peoples 
money, its all but product presentations, very frustarting indeed. We have to attend 
because the order came from the Office of the Executive Secretary.
