You can have multiple ICQ client identities sharing the same IP. My
brother and I both use ICQ (or replacements) behind a masquerading
firewall and can use ICQ simultaneously. There are some drawbacks
though because your ICQ session is behind a firewall. Some functions
will not work because of this setup. In general though, it works
nicely for instant messaging. I have another preference though for IMs
but will leave others to check them out for themselves.

IRC server policies depend on the operators. Most IRC networks frown
on multiple accounts originating from the same IP address. This is
-really- odd because if you think about it, IRC used to be primarily
accessible via UNIX and many users shared IP addresses no less. The
model that most IRC networks adopt these days is that of single user
per IP address. I didn't do my homework on -why- this policy has been
adopted, but it might be pointless to even try to question this policy
because it becomes a political rather than a technical issue. Some IRC
servers, like upcm.net (aka unos.upm.edu.ph) don't care about multiple
users coming from the same IP address so long as they participate in
the #plug channel or other channels we host there. (sorry, i couldn't
resist advertising the UPCM IRC server.)
