The meeting started at 4:00 pm.
Agenda: Open Source, Procedures Manual
1. A long discussion and exchange of ideas was devoted
to the open source issue. The body agreed to do the
following activities to promote open source:
 All open source advocates would be gathered
together and put in a database which will be organized
and publicly accessible. An interoperability among
these groups is recommended. Supporters of open source
that have been identified are Free3, IT_Intl,
Cebu_sinulog, CyberPromdi, NCC, DAP, Ateneo, Bluepoint
 A representation to the government, through
agencies like NCC, DOST, DOLE and DECS, will be done.
 Vendors of open source like Sun Micro and
QLinux will be invited to a meeting to present real
cases and success stories. Pilot projects will then be
identified. Norelyn volunteered to draft the letter of
invitation.
 Open source will be advocated and promoted
through the following events:
* January 2002 � hold a Senate oversite meeting c/o
Ricky Cuenca.
* Feb 7 � 9, 2002 � there will be an E-Commerce
seminar sponsored by CITEM. An open source conference
will be incorporated.
* Mar 19 � 21, 2002 � a Philippine Internet Expo will
be held sponsored by Fiera de Manila. Again open
source will be incorporated.
 The open source group was formally organized
with the following officers:
* Chaiperson � Ricky Cuenca
* Co-chairperson � Josie Gonzales
* Secretary � Norelyn Babiera
2. A discussion of the procedures manual then
followed. A draft of the manual for software
development was distributed to the participants. This
would serve as a framework for other procedures manual
to be done for call centers, business processes, data
services and others. A team composed of Ruben,
Norelyn, Ferdie and Leila will continue working and
finalizing the procedures manual. They will meet again
on November 29.
Norelyn emphasized the importance of an effective rfp
to be able to get projects from the US.
Oscar said that US companies look first at the
documentations of prospective vendors and this would
be a major basis for decision making.
Norelyn said that after finishing all manuals, this
will be put in a CD-ROM and sold to interested parties
so we could also generate funds.
