1 = (9/9) + ((9-9) * (remaining 9s here))
2 = (9/9) + (9/9) + ((9-9) * (remaining 9s here))
3 = (9/9) + (9/9) + (9/9) + ((9-9) * 9)
4 = is the smallest positive integer that cannot be expressed?
