as he said it's very dangerous but if you are using
apache there is a way for cgi's to "su" to another
user to perform a task  but not root or in root's
group
it is done by enabling suExec check the docs at
apache.org on how to enable  and use this ( this is
not active/supported by default because of security
reasons)
