It's a good cause and doable, but the certification may not
be recognized in other countries. If people put it in their 
resume, Human Resources of other companies only recognize 
Comptia's Linux+, LPI and Redhat certificates.

I've personally seen people having their certificates seen
as worthless by the HR except if it's a global certificates, 
like the A+, CCNA, etc. Stupid I know, but that's the reality.

That's where the problem lies. 

I'm not putting the ph-linux-certification project down, but
i'm just stating the harsh reality of what's going on.
